I have noticed that using the drying cabinet with anything except very low heat causes the water spots to be much worse and more frequent. So if hard water is inescapable, this might have some success for you. If I am stuck with hard water, I have found that when I put my film away after it is dry (usually an hour or two after developing), I can remove much of the water spot residue much more easily with a soft cloth than if I leave the negatives for days or weeks (i.e, when I try to print them). Hang to air dry in a negative drying cabinet to cut down on dust. At the end, I unroll my film off the reel and put the film in about 1.5 - 2 cups of distilled with a drop of Photoflo - Photoflo is bad for reels! I squeegee with damp, clean fingers (index & middle on opposite sides of the film). I should note that I use Photographer's Formulary TF-4 Rapid Fixer, so lots of washing isn't required. I do 10-15 developer tank-fulls for washing at the end, since a 20 minute wash with running water from bottles of distilled is simply impossible. Film spends a lot of time in the various chemicals, so it is important that these are mixed with distilled to keep the gelatin in the film from soaking up minerals from the water. I want to be familiar with all aspects of the software before I start my business. baking and gas-soaking before exposure, and cooling and gas-soaking during exposure.
